Established in December 2025 with the alignment of the series’ leadership and ownership, INDYCAR Officiating Inc. (IOI) brings unified leadership to race control, stewarding and technical inspection — with a charge of operational discipline, transparent governance and consistent decision-making across every officiating function.

The Independent Officiating Board
Who sets the direction
The IOB governs the organization and selects its managing director. Two members are elected by the series’ chartered team owners; the third is appointed by the FIA.
Chairman
Raj Nair
A 30-year automotive and motorsport executive — Ford, Multimatic and Singer — with deep technical-compliance experience across NASCAR, IMSA and FIA WEC programs.
Secretary & Treasurer
Ray Evernham
A championship-winning crew chief and former team owner, and a longtime motorsport analyst and consultant with decades inside the sport.
FIA Appointee
Ronan Morgan
More than 50 years in global motorsport, including service as an FIA chairman of stewards across 100-plus international race and rally events.
Nair and Evernham were elected by the series’ chartered team owners. Morgan was appointed by the FIA.

How it runs
The Managing Director of Officiating leads the organization’s day-to-day operations and reports directly to the Independent Officiating Board.
It appoints one member of the board and serves as an advisor to INDYCAR Officiating.
